Flows

With the economic crisis, increased loads on charitable organizations and the escalating State and Federal debt situation that we are experiencing, you think we would be paying paramount attention to the inefficiencies in our systems. 

We have an installation of pathways in our Civilization that both empowers and encourages senseless and often unnecessary spending that is evaporating available funds and overall budgets. Often we find spending that counters common sense, official recommendation, real life necessity and humanity’s progress and resolve. 

In Australia we have succumbed to system calibrations that encourage and empower senseless and unnecessary spending. Departments are encouraged to burn through budgets, even if the spending is unnecessary in fear that if they don’t that they will loose their budgets for the next year. So we end up with all sorts of unnecessary works and wasteful spending where the money could be intelligently utilized elsewhere where it is required, or for it’s actual intended use. (Surely a speculative or surplus fund could aid in resolving some of the issues of projective budgeting. Rather than just cutting a departments budget if they don’t meet target spending for a year or two). 

I’ve heard of office buildings being stripped and retro fitted exactly the same as they were just to burn through the budget. I’ve seen roads resurfaced that don’t need repair, or resurfaced after having just been resurfaced right next to sections of road that do need repair. We’ve had trains built overseas that don’t fit through the tunnels or platforms that they were designed to pass through, with a whole fleet of brandnew overseas built trains parked here in NSW yards as they are unusable, when we could have built them local with reasonable engineering oversight. Many of these types of overseas contracts that are being won due to cheaper tenders end up massively blowing out the cost anyway.  Leaving us with budgets that were spent, trains etc that we can’t use and local employment that we never had. 

Here we have a situation where it’s proposed that 50 heated usable dog kennels be ripped down and replaced with only 16 kennels at a cost of $4.4million. This is money that was donated to make things better. But is being used to cut available space by 70%, while draining the pot, so to speak. 

Who designs and proposes these flows of resources ? The catch here is for a start, it introduces another bottleneck. It’s like laying off medical staff at the beginning of Covid, or reducing customer support through welfare and returned servicemen support etc. They may have a few scoring points on the paper work, but overall it makes no sense. In all cases, it’s a bottleneck.

So if there isn’t enough kennels, because 4.4 million dollars is being spent to remove 34 of them, what then ? GOTO completely system justified, within the now introduced circumstance, higher rate of extermination ? Where else could we go ? The pathways for further aid have been seared, because the funding has been exhausted. And the fact that it made the situation worse becomes irrelevant, because on paper, the money was allocated and spent. Don’t ask for more. The jobs done. 

Flows like this make it very difficult, or literally technically impossible for those who are working for actual real humane coexistence, genuine economic benefit, and the benefit of Country and overall humanity. Because the ends of aid have been seared and the gates locked, with the money and resources having been spent and burnt on absolutely no benefit, or making things worse.
